On the installation stage, after select the hard drivers to be used and
click the 'next', the installer go to step 1 on which the language be
selected.
I tried to install Ubuntu Server 16.04 LTS with the same hardware
configuration and it worked so it might be a bug of the installer of the
Ubuntu server 18.04 LTS.
