This file is part of "php5-common" It seems that due to a set of no-dependency/forced installs/removals you reached a point where the uninstall of libapache2-mod-php5 fails due to the other package being missing. Please install the missing package and remove things in order (as it would be done by the dependencies). That should resolve your issue. P.S.
