The issue also showed up with on my laptop. I was running Mint 19 (still on the BETA) which is based on Bionic Beaver, kernel is 4.15.0-24-generic x86_64 bits with Cinnamon 3.8.6. I did try booting with 4.15.0-22 and it made no difference (which, after reading the comments here, I see is as expected)
The laptop is a Latitude E6400. It's one with the nVidia graphics.
