There are two issues here:
1. KMail just crashed, but displayed only KDE's "KMail crashed" dialog, where 
you can switch the tab to see the backtrace. There was not entry about it in 
/var/log/apport.log
2. You have to manually run /usr/share/apport/apport-qt, so that any 
accumulated crash reports can be send/reported. In Gnome, you'll get a tray 
icon which notifies you about previous crashes.

Please note: I've had an apport crash report for kwin though. But I
think that's because it crashed on VT1 (ctrl-alt-f1). The log for it
looks similar to the one posted above.
