It appears that there is a problem with your firmware that prevents shim
from uploading the bootloader configuration variables. Is it possible
that you are affected by

If not, can you try rebooting your system to trigger the firmware's
variable garbage collection, then continuing the bootloader update with
'sudo apt -f install'?
