Had the same problem with debian and kernel 4.16.0-2-amd64
Seems to be a irq problem

Solution is to create a file as root the unloads and reloads the module
vi /lib/systemd/system-sleep/reset-network
#!/bin/sh
if [ "${1}" == "pre" ]; then
# Do the thing you want before suspend here, e.g.:
rmmod r8169
elif [ "${1}" == "post" ]; then
# Do the thing you want after resume here, e.g.:
modprobe r8169
fi
Don't forget to chmod 755 your script
