[Regression Potential]
Regression potential is minimal. The changes in 4.12.4 mirror those in
4.13.4, which has been released in Cosmic with no reported regressions.
A significant portion of the diff is related to GCC8 build changes,
which are fully compatible with GCC6 and GCC7.
I've tested the upgrade on my machine, which now identifies the monitors
with the updated vendors. Even with the updated vendors, my non-standard
monitor layout has not changed.
