What I just tried
clean install of ubuntu server
updgrade to cosmic
install lxqt
root@t470:~# history
1 apt-get update
2 apt-get upgrade
3 apt autoremove
4 reboot
5 vi /etc/update-manager/release-upgrades
6 do-release-upgrade -d
7 reboot
8 apt-get update
9 apt-get upgrade
10 apt-get install lxqt xinit
11 reboot
It works beautifully.
