I have quite a few Western Digital 6 Tb USB 3 hard drives and none of
them is spinning down when they are inactive. I know that each hard
drive can have a different interface controller but this worked
perfectly in Ubuntu 16.04 and stopped working when I upgraded (with a
clean install) to Ubuntu 18.04.
