Public bug reported:
When I select a package that needs updating, in this case,
gnome-control-center, and then click Get Changelog, a window pops up for the
changelog, but nothing is displayed inside the window. This happens for every
package that I select.
If I execute the command
% apt-get changelog gnome-control-center
Get:1 https://changelogs.ubuntu.com gnome-control-center
1:3.28.2-0ubuntu0.18.04.1 Changelog [116 kB]
gnome-control-center (1:3.28.2-0ubuntu0.18.04.1) bionic; urgency=medium

So, the changelog is not empty and is accessible.
