Public bug reported:
I have a 3-headed desktop, with screens :0.0, :0.1, and :0.2. I also
have 20 workspaces on each screen, arranged in 4 rows of 5 spaces. On
:0.0, I have 4 rows of 5 workspaces. On :0.1 and :0.2, I have a single
row of 20 workspaces. This worked in fiesty, but is now broken., and
annoying the heck outta me. :)
