Public bug reported:

I have a Dell Inspiron 7373 laptop. The touchpad works really well
except it seems to miss about 1 in 20 "touch" clicks. By that I mean not
a fully depressing the trackpad until it makes an audible click, but a
surface tap with the "Tap to Click" option enabled from the "Mouse and
Touchpad" under the "Devices" menu in Settings.

Physically clicking the touchpad always works and all other Touchpad
functions seem to work perfectly.
