Public bug reported:

Cannot save changed unless I try to close and opt to save them through the
dialog. To reproduce it, compare two files, make a change, note the "*" in the
changed file. Open the "File" menu and "Save" is grayed out. Look at the "Save"
button in the toolbar, it's disabled. Ctrl+S doesn't work. "Save All" is
enabled and works, though.
Using Ubuntu 18.04, installed 3.18.2 on top of it because tabs didn't close
after save with the default version (3.18.0), I reported that bug
