mpv is already packaged and have been available in Ubuntu since 14.04
(https://launchpad.net/ubuntu/+source/mpv/+publishinghistory?batch=75&memo=75&start=75).
Since mpv 0.27.2-1ubuntu1 (which is newer than the requested 0.16.0) is
available in Ubuntu 18.04, I believe this is fixed.
