Steps to reproduce:
1. Install Ubuntu MATE 16.04 LTS
2. Configure two (or more) keyboard layouts
3. Configure show current keyboard layout on mate-panel as country flag with 
the following command:

  gsettings set org.mate.peripherals-keyboard-xkb.indicator show-flags
true

Expected results:
* country flag is shown

Actual results:
* country flag is not shown, have GTK_STOCK_STOP / gtk-stop stop sign instead 
(see screenshot).
