I think this is an install local issue - you should be able to resolve
using:
sudo update-alternatives --remove-all pbr
sudo rm -f /etc/alternatives/pbr /var/lib/dpkg/alternatives/pbr
sudo apt install --reinstall python3-pbr
** Changed in: python-pbr (Ubuntu)
Status: New => Invalid
