Ubuntu does those steps out-of-the-box already. You will find pulseaudio-module-bluetooth installed by default, and module-bluetooth- discover is loaded by default.
So if the steps in comment #28 helped then I imagine that maybe module- bluetooth-discover is not searching often enough.
