Public bug reported:

We get a steady stream of apport-driven bug reports in launchpad about
packages of the variety 'package is in a very bad inconsistent state;
you should reinstall it before attempting configuration'.

Unfortunately, the reports are sent to launchpad without sufficient
context to show why the package ended up in this state, which makes them
useless as a source of information for improving the distribution.

Either the reporting should be fixed to include the dpkg/apt history
context to explain why the package ended up in this state originally, or
bug report filing should be repressed for this class of error.
