It's warning about the logfile (/var/log/munge/munged.log) being insecure in some manner. The full message is cut off by the ellipse. Use 'systemctl status -l munge' to get the full message. It will describe the problem. I'm unable to reproduce this on a fresh install of munge-0.5.11-3ubuntu0.1 in 16.04. I'm guessing you just need to chown the existing logfile to the munge user.
