I confirm it is the same issue, issue related to zone identifiers,
RFC6874.

I thought about this issue and I think this is a bug in Linux IPv6 design.
You can connect from Windows to IPv6 local link addresses and you don't need to 
specify interface in URL. It is required in Linux, that implies that all user 
application has to be extended to work with IPv6 local link addresses. That is 
not good, it is a bad design, a bug.
