Public bug reported:

zsync cannot download the target file, if it is requested by HTTPS.

It just says the remote file cannot be found as if you have defined an
invalid URI.

This happens for example if you get isos from a mirror like

https://ftp.halifax.rwth-aachen.de/ubuntu-releases/18.04.1

Change it to http in cmdline or the "URL" line in zsync file and it
works fine.
