Used Ubuntu 18.04 in my 8 year old Toshiba Satellite L675 laptop for months without issues, progressed to 18.04.1, no problems, until upgraded to kernel 4.15.0-32-generic 2 days ago, then, same bug as described. only in my case the waiting didn't finished automatically so I had to manually hit the keyboard to obtain a message for press the Enter key to boot. I fixed it editing /etc/initramfs-tools/conf.d/resume to RESUME=none and then regenerating initramfs with sudo update- initramfs -u. Now I boot again without delays.
