I got a workaround by removing /lib/udev/rules.d/97-hid2hci.rules as was mentioned in a comment at https://askubuntu.com/questions/1028883/ubuntu-18-04-systemd-udevd-uses- high-cpu-conflict-with-wifi
It seems to be some rule for Bluetooth and touchpads.
