Public bug reported:

I installed a fresh install of Ubuntu 16.04. Then I did a full update on it. 
After that, I told it to upgrade to 18.04. I did all of this buy pressing CTRL 
+ ALT + F3 and running it via terminal rather than logging into the GUI and 
possibly having conflicts with files already open, etc.
I am submitting this via Elinks ... so it is a bit awkward to provide further 
information. Sorry.
