Installing the grub packages for this bug from the bionic-proposed
repository removes grub-efi-amd64-signed and shim-signed. The removal of
shim-signed seems to stop DKMS modules from being signed.

Downgrading to version 8.3 allows shim-signed to be reinstalled, and
DKMS modules have signatures again.
