appstream.ubuntu.com will need to be restarted or something so we're
waiting for the administrator to do that.

  network-manager-openconnect has Appstream metadata but doesn't install it. 
This makes it less user friendly to install it.

+ 0. You actually do need to enable the -proposed repo and then run 'sudo apt 
update' to make sure you get the metadata update needed to verify this update.
  1. Please wait up to a day after the update is built and published for the 
metadata to be published to the Ubuntu Software app.
  2. Make sure that Ubuntu Software is not running. You can do this by logging 
out and logging back in or by running a command like
  pkill gnome-software
  3. Open Ubuntu Software.
  4. Search for GNOME Control Center. Click the GNOME Control Center result.
  5. OpenConnect VPN Client should be listed as one of the Add-ons. Optionally, 
click the checkbox to install it.
  
  Regression Potential
  --------------------
  This is a very simple fix to install a file that should have already been 
installed.

  ----------
  This same fix could be applied to Ubuntu 16.04 LTS but I don't see any addons 
listed in Ubuntu Software there. Maybe Ubuntu Software didn't include that 
feature in the old version available in 16.04.
