Given that users sometimes interlock it with the more exposed chrony we
should provide an apparmor profile.
I set up GPSD on a gps usb device and in addition used code review to identify
expected paths.
I came up with a suggested profile that I'd want to add early in 19.04, but I
want to make it available here early to get a security ack on it.
