You seem to have a bunch of packages installed from Debian and I believe
that is causing the failure to upgrade to the new release of Ubuntu.

You'll need to somehow downgrade to official Ubuntu versions of the
packages which you've installed from Debian for the release upgrader to
be able to calculate an upgrade path.
