Please ensure  /etc/default/locale is valid and also the package "locales" is 
correctly installed.
If using any uncommon locales you will see messages of them not being available 
(to safe space).
YOu might have to run "sudo locale-gen <LOCALE>" to regenerate these.

Overall it looks like a broken config to me, many packages complained about the 
bad LC settings.
Just in mailmans case it was a fatal error instead of a warning as seen on your 
log https://launchpadlibrarian.net/386928267/DpkgTerminalLog.txt
