Please sync octave 4.4.1-1 (universe) from Debian experimental (main)

Explanation of the Ubuntu delta and why it can be dropped:
  * version.h: OCTAVE_PATCH_VERSION: Don't append the rc suffix.
Will not be needed with non-release-candidate version

Explanation of FeatureFreeze exception:
We should ship octave 4.4.1 rather than a release candidate.
Unfortunately this requires a transition of ~50 packages.
Fortunately, we recently completed a transition from 4.2.2 -> 4.4.0 this cycle 
and some broken packages were removed.
Also, the octave stack is quite self-contained and shouldn't affect packages 
outside of octave.

octave (4.4.1-1) experimental; urgency=medium

  * New upstream version 4.4.1
    - this is no longer a release candidate (Closes: #906047)
  * Bump SOVERSION of liboctave (5→6)
  * Drop missing-inplace_edit.patch, no longer needed
