I'm experiencing this issue on Ubuntu 18.04.1. In case this helps anyone, I've been able to fix following https://wiki.archlinux.org/index.php/OpenVPN#Update_systemd- resolved_script. Only after that change the OpenVPN supplied DNS servers appear on `systemd-resolve --status`. In case that matters, I run `openvpn` from command line
