Public bug reported:

I inadvertently shut down an upgrade to Ubuntu 18.04 as I was responding
to an upgrade of programs on my computer and didn't intend for an
upgrade to 18.04 as multiple programs (24) are stated not to be
compatible with 18.04.

Now the system did a partial upgrade and now reports a problem loading the
headers.
i don't know what to do next..

I prefer to return to version 16.04
