Public bug reported:
Fresh Ubuntu 18.04.1 isntalling not allow to use different layouts for
different windows.
Steps to reproduce:
1. Open "text entry settings..."
2. Enable "allow different sources for each window"
Behaviour:
layout switch is still global.
