Public bug reported:
In order for snapfuse to properly work, the fusermount tools must be
present and those are only pulled in if the "fuse" package is installed.
Therefore snapd should depend on the "fuse" package.
This is a non-issue for most users as most Ubuntu images ship with fuse
pre-installed, but some more bare images used for containers will fail to run
snaps because of the missing fuse package.
