during bootup on a ubuntu cosmic (18.10) machine I get this in my
syslog:
Sep 15 18:42:29 vps39184 Tor[4003]: OpenSSL version from headers does not match
the version we're running with. If you get weird crashes, that might be why.
(Compiled with 1010007f: OpenSSL 1.1.0g 2 Nov 2017; running with 1010008f:
OpenSSL 1.1.0h 27 Mar 2018).

Looks like tor needs to be rebuilt somewhere. Similar to #1313268.
There could be security implications to this, too, though unclear to me
if this is a 'vulnerability' per se.
