I also ran into this issue after upgrading from 16.04 to 18.04.
Any updates on this? 
What's the Ubuntu equivalent of the Fedora workaround for this? ($ 
update-crypto-policies --set LEGACY)
If it is not available, is it possible to make a fix by downgrading openSSL? If 
so, can you please explain the steps?
