Public bug reported:

My laptop's touchpad starts fast and smooth:

ELAN1200:00 04F3:309C Touchpad: Latest 142Hz, Average 141Hz
ELAN1200:00 04F3:309C Touchpad: Latest 142Hz, Average 141Hz
ELAN1200:00 04F3:309C Touchpad: Latest 142Hz, Average 141Hz

But after holding one finger down (click) and moving a second finger,
the stream of events from the kernel slows way down:

ELAN1200:00 04F3:309C Touchpad: Latest 35Hz, Average 47Hz
ELAN1200:00 04F3:309C Touchpad: Latest 47Hz, Average 47Hz
ELAN1200:00 04F3:309C Touchpad: Latest 47Hz, Average 47Hz
ELAN1200:00 04F3:309C Touchpad: Latest 27Hz, Average 46Hz

which is very noticeable on screen. Those measurements are from:
https://gitlab.com/iankelling/evhz but the problem was very obvious on
the desktop before that.

After a while, seemingly randomly, the touchpad will eventually return
to the full speed :/

Possibly related, but maybe not since it's at different times, the
kernel says:
