this fixes it:

CAREFUL THIS WILL SELECT UBUNTU DESKTOP AND PURGE IT TOO, I DON'T KNOW WHY
sudo apt purge samba-\*

IN CASE YOU PURGED UBUNTU DESKTOP LIKE I DID (assuming you're on ubuntu desktop)
sudo apt install ubuntu-desktop


anyway samba works now
