Thanks for reporting. Since this was reported, pep257 has been replaced by pydocstyle (https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=831674), since the project changed name. And pydocstyle includes python3-pydocstyle, starting with version 2.0.01 which is avilable in Ubuntu 18.04 (https://launchpad.net/ubuntu/+source/pydocstyle/2.0.0-1).
