Both libudev-dev and libudev1 are built from the same source package so
they should be in sync.
$ apt policy libudev-dev

Note that 10.3 was released through updates, and from your `apt policy`
output you may have disabled this? Could you please open `software-
properties-gtk`, go to the Updates tab and ensure bionic-security and
bionic-updates are both checked? That way you'll recieve security as
well as regular updates. In this case it sounds like you have parts of
the newer packages installed, but it can only find the pre-update
alternatives for the rest of them.
