The same thing happens for me. I've had Evolution (v2.8.0-0ubuntu2) running for approximately 30 minutes now, and there's a constant stream of about 10-30 kiBps between me and the Exchange server. I've expanded the folder view for the account (it displays "Loading..."). The status bar shows two entries for "Scanning folders", with no percentage in either one.
This is definitely due to huge public folders, a `find|wc -l` in my ~/.evolution/exchange/account/public now prints 53,000 and growing...
