I switched from unity to gnome with Ubuntu 18.04, it's quite annoying to have to go to the other monitor just to adjust the audio volume. I think all monitors should have the top bar by default. I agree that login out of the session is not very frequent but adjusting the volume is a very frequent action on the other hand ...
