I had almost the same apt.log contents, but before the "Broken" list there were some lines like the following:
libquadmath0:i386 Depends on gcc-5-base [ i386 ] < 5.5.0-12ubuntu1~14.04 > ( libs ) (= 5.4.0-6ubuntu1~16.04.10) can't be satisfied! It was due to conflict between gcc-5 package installed from ubuntu-toolchain-r/test ppa. After I removed gcc-{5,6,7,8}-base, it finally succeeded in calculation of upgrade. If you still get this failure, look for other lines with " can't be satisfied" in them inside /var/log/dist-upgrade/apt.log.
