Good call, thanks! This turns out to be fixed in the latest mainline kernel. Looking at the git log for the i2c_hid driver, I found this commit which I suspect is the fix for my problem.

I tested 4.19-rc3, which is broken while 4.19-rc4 works, which supports my suspicion. I also tested 4.15.0-37.40 (from bionic proposed), which has this same fix backported and also works.
