I have tried and failed to reproduce this in a VM.  After installing the
second Ubuntu in UEFI mode, I wind up without any settings persisting in
the nvram store at all, so I just get dropped to the ovmf shell.  That
is a bug in my KVM setup, but it makes it rather difficult to reproduce
the problem.

If you can reproduce this, are you able to boot the ISO again under UEFI
mode?  If you are able to, what is the output of 'efibootmgr -v' after
booting the ISO?
