I tested this with ubuntu-release-upgrader-core version 1:18.04.27 from
bionic-proposed. When installing the updated version of the package both
ca-certificates and openssl were installed.

(bionic-amd64)root@impulse:~# apt install ubuntu-release-upgrader-core
Reading package lists... Done 
Building dependency tree
Reading state information... Done
The following additional packages will be installed:
  ca-certificates openssl python3-distupgrade
The following NEW packages will be installed:
  ca-certificates openssl
The following packages will be upgraded:
  python3-distupgrade ubuntu-release-upgrader-core

After which I no longer received the error message when trying to
upgrade.

** Tags added: verification-done verification-done-bionic
