Public bug reported:

When setting memory locking limits on the systemd unit as in

```bash
$ cat /etc/systemd/system/lxd.service.d/00-memlock.conf    
[Service]
LimitMEMLOCK=256M
```

`ulimit -l` reports only 256k in lxd containers.

I am not really certain if this is intentional (one might reason to divide 
limits btw containers).
If it is, it would be nice to document it (and make it configurable,perhaps).
