Thanks for your report. Ubuntu uses the locales provided by glibc. glibc in turn uses CLDR as a guidance for time format, and there the prescribed format for Finnish is XX.XX.XX.
We won't change this in Ubuntu only. I would recommend that you file a change request at CLDR: http://cldr.unicode.org/ and then file a bug to <https://sourceware.org/bugzilla/> to have it changed in glibc too.
