I wondered at first what happened, here from your log:

update-alternatives: ошибка: альтернативная ссылка 
/usr/share/man/man1/psql.1.gz уже управляется pgsql-psqlman
dpkg: ошибка при обработке пакета postgresql-client-10 (--configure)

That is translated:

update-alternatives: error: alternative link /usr/share/man/man1/psql.1.gz is 
already managed by pgsql-psqlman
dpkg: error while processing the postgresql-client-10 package (--configure)

The problem is, there is no package "pgsql-psqlman" in the Ubuntu
archive.

I found a few references for it in CentOS but none in Ubuntu.

I wonder if you happen to have a few out-of-archive packages with
postgresql installed that conflict with those that you'd want to install
right now?
