Public bug reported:
When William (Fujitsu) joined #ubuntu-se in irssi he couldn't see the
special characters used in Swedish (åäö), but saw '?' instead. His
system uses en_AU.UTF-8, so he should have been able to see them as
double-coded OOTB. Instead, he had to generate sv_SE.UTF-8 (just have
them generated is fine). We need to investigate the cause of this, and
which package this is a bug in.
